Juliet's dreamworld takes place in a deserted city, full of high rise buildings, much like in this picture. By deserted, it means that there will be no cars, just empty buildings with no one residing in. Very often she's alone in her own dreamworld, with the exception of other dreamwalkers in her dreamworld, or presence of shades.
The reason behind her dreamworld being the fact that she had grown accustomed to the thought that a city full of buildings would be perfect for her to hone her skills with her machines.

It's tough, but that's also the reason why Juliet is often alone in her dreamworld.
